This Board shall enlist, encourage, and aid the congregation in proclaiming, in word and deed, the love of God to all people in the congregation and community through the Gospel message and through ministries of service and kindness.
 
The Board of Outreach and Assimilation shall:
  1. Promote evangelism/outreach in the congregation.
  2. Offer training for laity for evangelism/outreach.
  3. Emphasize evangelism/outreach through educational programs.
  4. Encourage participation in evangelism/outreach programs among children, youth, adults, congregational societies and auxiliaries, so that members of all ages may witness to their faith, in word and action.
  5. Conduct evangelism/outreach in the community.
  6. Develop and maintain a tract ministry for visitors and distribution in the community.
  7. Compile and update a list of the unchurched in the community.
  8. Work with and utilize the resources of all levels of our larger Church Body, including: the Circuit, the District, and Synod, as well as the various associated groups, such as the Lutheran Hour ministries.
  9. Make use of our local radio station.
  10. Establish and maintain a program of publicity through public media and church publications to promote congregational activities that reflect the congregation's commitment to the Gospel and display appropriate messages/themes on the church bulletin boards, indoor and outdoor, and as part of the special Christmas and Easter displays.
  11. Establish and maintain a program that utilizes the resources of the congregation in offering the assistance for the physical needs and hardships of people in the community. These responsibilities may be delegated to the Social Ministry Committee.
  12. Represent the congregation in community activities and develop useful means of becoming a better servant to the community.
  13. Oversee the assimilation of new members.
  14. Establish and maintain a visitation program using trained laity to target prospective members. This program shall include follow-up calls to visitors, and invitations to the Pastor's new member classes.
  15. Follow up on self-excluded former members whose membership has lapsed.
  16. Create a means of identifying visitors as well as new members at worship services.
  17. Establish and maintain a means of communicating with people who register as visitors at worship services.
  18. Encourage and facilitate the participation of new members in fellowship and congregational activities. This shall include the prompt recording of talents of new members. This information shall be forwarded to the Board of Stewardship and added to the talent file that is maintained by that Board.
  19. Engage in an annual self-study of methods used and the progress of this Board's work.
  20. Consist of 8 members, with each member serving a 2-year term of office. Four members shall be elected each year and a member may succeed himself for one or more additional terms.
  21. Meet during the month of June to plan for the coming year. This meeting shall include all outgoing and newly elected members to promote continuity of programs and activities.
  22. Assign job descriptions and responsibilities for each member of this Board. One member shall be elected to serve as Chairman and represent this Board on the Parish Planning Council. One member shall serve as Secretary and keep a permanent set of minutes, which shall be the property of the congregation. A copy of these minutes will also be provided to the President of the congregation.
  23. Submit an annual budget as requested by the Parish Planning Council and the Financial Administrator.
  24. Request a financial review, if necessary, from any organization, group, or committee for which it is responsible.
  25. Present a report of its activities at each regular meeting of the Congregational Assembly.
